PROBLEM TO BE SOLVED: To provide a seat cushion pad which is capable of surely lessening soaking of a polyurethane stock solution into a layer in contact with spring materials while assuring good cushion properties and is nevertheless capable of reducing a manufacturing cost, a seat structure having the same and a method of manufacturing the seat cushion pad. SOLUTION: A soft resin foam A having the excellent cushion properties and a supporter S arranged in the segment of the soft resin foam A in contact with a metallic material are integrally molded.
