SOLUTION: In the case of controlling the calorific value of a product gas formed by adding a calorific-value regulating gas of higher calorific value than that of a base gas with methane as its major composition into the base gas to a target calorific value, a sound velocity-calorific value relating index to be obtained from the relation between the velocity of sound and the calorific value of each of a plurality of standard gases formed by mixing the base gas and calorific value regulating gas in different proportions is obtained in advance. Then the velocity of sound in the product gas is obtained, and from the obtained velocity of sound in the product gas, the calorific value of the product gas is obtained on the basis of the sound velocity-calorific value relating index. In addition, the amount of a calorific-value regulating gas raw material added into a base gas raw material is regulated on the basis of the difference between the obtained calorific value of the product gas and the target calorific value.
