Data mapped onto a spherical surface is encoded in a form capable of partial resolution and partial distribution. When data mapped onto a spherical surface in such a way as a completely surrounding image is spherical-surface-wavelet-converted, output data has its scaling coefficient and wavelet function value arranged on a level basis. When the coefficient ck(j) of Phik(j) and the value dk,m(j) of a wavelet function Psik(j) are re-arranged according to the positional relation on the spherical surface, spatial scalableness such a partial distribution and partial resolution is obtained.
