The valve has a conical nozzle (28) driven into a low pressure outlet opening (16), until an extreme closing position. The nozzle applies itself against an edge of the opening by an annular joint (29) in the position, to completely close the opening, so that fluid passage section of the opening is empty. The passage section is maximal, when the nozzle is disengaged from the opening. The nozzle is driven into the opening when the speed of a vehicle is low.
