PROBLEM TO BE SOLVED: To provide a surface coated cermet cutting tool with a hard coating layer exerting excellent wear resistance in high speed cutting. SOLUTION: This cutting tool has the hard coating layer formed on a surface of a tool base body constituted of WC base cemented carbide alloy or TiCN base cermet. The hard coating layer is constituted of the following (a) to (c) layers: (a) a Ti compound layer as a lower layer composed of one or more layers of TiC layer, TiN layer, TiCN layer, TiCO layer and TiCNO layer formed by deposition with a total average layer thickness of 3 to 20μm, (b) an Al<SB>2</SB>O<SB>3</SB>layer as an upper layer having an average layer thickness of 1 to 15μm, having anαtype crystal structure in a chemical deposition state and showing a pole plot graph with a maximum peak in an inclined angle section in the range of 12 to 22°by a specified measuring method by using a field emission type scanning electron microscope, and (c) a CrN layer formed by deposition as a surface layer and having an average layer thickness of 0.5 to 3μm.
