PROBLEM TO BE SOLVED: To provide an optical recording medium playback device capable of executing rotary phase control having excellent time response characteristics regarding the rotary phase control of an optical recording medium. SOLUTION: This optical disk playback device is provided with a memory for operating a first-in first-out operation, and controls the rotation of an optical disk medium so as to reduce a phase difference between a writing timing signal and a reading timing signal. In the memory, data is written based on the writing timing signal, and data is read based on the reading timing signal. The writing timing signal is generated from a signal taken out of the optical recording medium. The reading timing signal is generated from a stable oscillation source such as a crystal oscillator. The optical disk playback device is provided with a phase difference count/phase difference information calculation part for calculating a phase difference based on a bank information signal indicating a deviation amount from a center value in the first-in first-out operation of the memory, the writing timing signal, and the reading timing signal.
