<P>PROBLEM TO BE SOLVED: To provide a bus arbitration device and a bus arbitration method preventing transfer data loss without lowering data transfer capacity as a whole. <P>SOLUTION: The bus arbitration device for arbitrating data transfer requests based on the order of priority REQ0-REQ3 determined on the individual basis for every bus master, arbitrates data transfer requests of a plurality of bus masters and gives permission of access to a memory bus to the bus master permitted to transfer data, out of the plurality of bus masters.
