PROBLEM TO BE SOLVED: To provide a method for manufacturing a porous glass preform capable of manufacturing the porous glass preform having the outer diameter uniform in a longitudinal direction and low in variation. SOLUTION: In the method for manufacturing the porous glass preform, glass fine particles are formed by a burner 7 for synthesizing the glass fine particles, and a deposition bar 11 is pulled while axially rotating the bar 11 and the porous glass preform is formed by depositing the glass fine particles on the deposition bar 11. A gas flow rate of the combustion gas supplied to the burner 7 or the glass raw material gas is controlled based on an atmospheric temperature in a reaction vessel 1 or an exhaust gas temperature in an exhaust pipe 15.
