PROBLEM TO BE SOLVED: To reduce a area of a transistor configuring an active circuit, occupied in a semiconductor substrate, in a semiconductor integrated circuit for realizing an oscillating circuit capable of switching driving ability. SOLUTION: The semiconductor integrated circuit comprises: a first switching circuit 11; a first active circuit 12 inverting an applied signal; a first electric potential fixing circuit 13 fixing the input electric potential of the first active circuit when the first switching circuit is turned off; a second switching circuit 14; a third switching circuit 21; a second active circuit 22 having the driving capability different from that of the first active circuit; a second electric potential fixing circuit 23 fixing the input electric potential of the second active circuit when the third switching circuit is turned off; a fourth switching circuit 24; and a logical circuit 10 turning on one of the first switching circuit, the second switching circuit, the third switching circuit, and the fourth switching circuit in accordance with a switching signal, and turning off the others.
