PROBLEM TO BE SOLVED: To provide a data distribution device for efficiently executing data distribution without imposing any operation labor on a user and a method for changing a data distribution time. SOLUTION: This distribution data management part 101 stores data to be distributed, and a use circumstance management part 102 stores information showing the use frequency of a client terminal and a time period when the client terminal is used. A distribution time calculation part 103 extracts the time period when the use frequency of a mobile unit 200 is low based on the stored information showing the use frequency, and determines the extracted time period as the distribution time of the data, and a distribution part 105 distributes the data stored in the distribution data management part 101 at the decided distribution time.
