PROBLEM TO BE SOLVED: To provide a navigation system capable of downloading information smoothly, an information center, and a method of switching radio communication media. SOLUTION: The navigation system 3 acquires the information of a communication effective area of the plurality of radio communication media 10 from the information center 2, and determines whether the communication media being radio connected is to be switched to a new communication media or not, when the navigation system arrives at the information boundary of communication effective area of the plurality of radio communication media 10. From the result of the determination, connection of the communication won't be switched even for the radio communication media 10 of fast communication. For example, for preventing the generation of a situation lowering the communication efficiency of downloading caused by increasing the number of times of switching for connecting to the radio communication media of small communication area.
