PROBLEM TO BE SOLVED: To provide a pressure release valve with check valve suitable for a refrigerating cycle using a refrigerant of high pressure such as carbon dioxide. SOLUTION: A valve main body 20 of this pressure release valve with check valve 10 has a high-pressure chamber 32 through which a high pressure refrigerant is passed, and a low-pressure chamber 35 through which a low pressure refrigerant is passed. A flange member 60 fixed to the valve main body 20 has a rising part 62 for fitting a rising part 82 of a cap member 80. A rising part 72 of a diaphragm 70 is held by both members, and an edge part is fixed by a welding part W<SB>1</SB>. An inner peripheral part of the diaphragm 70 is also formed into a rising part to be fitted to a rising part 42 of a high pressure valve element 40, and is welded with a reinforcement ring member 110.
