PROBLEM TO BE SOLVED: To provide a device and method for data distribution that can distribute data to a distribution destination capable of obtaining the data early on a mobile machine side between the mobile machine and a terminal device other than the mobile machine. SOLUTION: The data distribution device comprises a distribution software management part 11 which stores a file of software to be purchased; a distribution route calculation part 14 which decides to which of a client terminal A and a client terminal B the file stored in the distribution software management part 11 should be sent at a request to download the file based upon the position of the client terminal A; and a distribution part 15 which distributes the file to a destination terminal corresponding to the judgment result.
