PROBLEM TO BE SOLVED: To provide an economically excellent ground reinforcing method for providing a large columnar penetration source for chemicals, ensuring large discharge amount, and making a large improved body at a time in a short time to improve construction property. SOLUTION: By using a chemical grouting device composed of a grouting external pipe 1 provided with packers 4 which are a plurality of bag bodies having water permeability on an outer face and a grouting internal pipe 2 insertable into the grouting external pipe, the packers 4 are swelled to adhere closely to a wall face of an insertion hole, then the grouting internal pipe 2 is moved in the axial direction to position a discharge port of the grouting internal pipe 2 between adjacent packers 4, chemicals are force-fed into the grouting internal pipe 2 under pressure to discharge from the discharge port, and chemicals are poured into peripheral ground from a grouting port of the grouting external pipe 1.
