PROBLEM TO BE SOLVED: To provide a matting anionic electrodeposition coating excellent in cold setting property, coating hardness and die-mark hiding property and having 60°gloss of≤10. SOLUTION: The matting anionic electrodeposition coating comprises a resin having both of blocked isocyanate and hydroxy in a molecule and obtained by reacting a part of hydroxy of vinyl copolymer (a<SB>2</SB>) having hydroxy, carboxy and an alkoxysilyl with a part of free isocyanate of vinyl copolymer (a<SB>1</SB>) having two or more free isocyanate in a molecule and reacting a blocking agent with all of remaining free isocyanate, and the matting electrodeposition coating is an emulsion obtained by dispersing in water a resin (A) having 0.4-1.0 solubility parameter (SP value) difference between the vinyl copolymer (a<SB>1</SB>) and the vinyl copolymer (a<SB>2</SB>) and adding and dispersing a curing catalyst (B) therein, wherein 0.1-10 pts.wt. curing catalyst (B) is contained based on 100 pts.wt. total of the resin (A).
