PROBLEM TO BE SOLVED: To satisfactorily hold braking force control with high precision in use for a long time without increasing operator's burden and cost by effectively using a brake means such as an air brake and a driving means such as a motor for acceleration separately. SOLUTION: In this braking force controller for a paper feeding device 1 provided with turret arms 10a, 10b provided with spindle shafts 12a, 12b supporting a paper winding roll 13, the air brake 14A for giving a braking force in the direction of rotation to the spindle shafts 12a, 12b, and the motor 15A for acceleration for giving a driving force in the direction of rotation and a braking force to the spindle shafts 12a, 12b, a tensile force controller 21 is provided to supply only braking force from the motor 15A for acceleration to the spindle shafts 12a, 12b when the braking force required for the spindle shafts 12a, 12b is smaller than a fixed value and supply the braking force from the motor 15A for acceleration to the spindle shafts 12a, 12b when the braking force required for the spindle shafts 12a, 12b is larger than the fixed value to control so as to supply the braking force of the air brake 14A.
