PROBLEM TO BE SOLVED: To provide a method of forming an optical diffusion layer for easily forming a minute ruggedness on a base substance, and to provide a diffusion sheet or a diffusion board superior in optical diffusion performance. SOLUTION: The method for forming the optical diffusion layer removes transfer material (a) from the base substance, by melting or decomposing the transfer material (a), after press-bonding the transfer material (a) having a rugged shape and the base substance (b). The transfer material (a) is preferably a metal foil, such as a copper foil and can be removed by etching. The surface roughness (Ra) of the transfer material (a) is desirably 1μm-10μm.
