SOLUTION: The free surface 3 extending to the running direction of excavation in the adit and the direction at a right angle to the running direction of excavation is formed in the excavation object section 51 for the adit and, at the same time, the discharging hole 11 extending to the running direction X of excavation is formed, a discharging electrode 70 is provided in the discharging hole 11, an impulsive wave is generated by electrical discharge in a discharge section 79 of the discharging electrode 70, and the excavation object section 51 between the discharging hole 11 and the free surface 3 is crushed by the impulsive wave to excavate the adit.
