PROBLEM TO BE SOLVED: To provide an inexpensive bearing wall excellent in shearing strength and capable of sufficiently absorbing vibrational energy, and a steel house using the bearing wall. SOLUTION: This bearing wall 1 comprises a steel frame body 2 and a structural surface material 3. The surface material 3 is composed of a cement plate which is obtained by dispersing an inorganic material, a silicic acid-containing substance, lightweight aggregate and reinforcing fibers into water so as to turn them into slurry, dewatering the slurry in a sheet-making manner so as to form a single-layer mat, winding the single-layer mat around a making roll, laminating the plurality of single-layer mats so that the laminated mat can be formed, separating the laminated mats from each other, press-forming them, and hardening and curing them. An average length of the reinforcing fibers is in the range of 1-2.5 mm. In terms of strength characteristics of the surface material 3 after repeated load treatment, an inflection point, where an inclination after the application of a second first maximum breaking load is changed, is provided in a medium load area, subject to a load equivalent to 55±20% of a first maximum breaking load, in a load-deflection curve obtained by a bending test.
