<p>The invention relates to a whole stereo city road system and a traffic method adopting the system. The road system is a multilayer construction and comprises vehicle driveways and no-vehicle roadways. One layer is ground vehicle driveways, footpaths or no-vehicle oadways are set upon or under the vehicle driveways. Footpaths can or can not set corresponding to ground vehicle driveways. The system can separate people from vehicles can spare road using area, and can form the traffic system which has not conflict points.</p>
