<p><P>PROBLEM TO BE SOLVED: To provide a silicone coating composition which has excellent storage stability, and can form a coating film having high hardness, scratch resistance, adhesiveness, toughness, and crack resistance, and to provide an article to be coated which has this cured coating layer on a surface of its base material. <P>SOLUTION: The silicone coating composition comprises (A) a silicone resin in which at least one kind of alkoxy silane of the formula: (R<SP>1</SP>)<SB>m</SB>(R<SP>2</SP>)<SB>n</SB>Si(OR<SP>3</SP>)<SB>4-m-n</SB>(wherein R<SP>1</SP>, R<SP>2</SP>are each H or a monovalent hydrocarbon group, R<SP>3</SP>is an alkyl group, m, n are each 0 or 1, and m+n is 0, 1, or 2) and its partially hydrolyzed/condensed material are (co-)hydrolyzed/condensed; (B) a compound which does not include an aromatic group of the formula: [(R<SP>4</SP>)(R<SP>5</SP>)(R<SP>6</SP>)(R<SP>7</SP>)M]<SP>+</SP>X<SP>-</SP>(wherein R<SP>4</SP>-R<SP>7</SP>are each an alkyl group, and a total of Taft-Dubois substituent stereo effect coefficient Es is≤-0.5. M is an ammonium or phosphonium cation, X<SP>-</SP>is halogen, a hydroxide, or a carboxylate anion), and (C) a solvent.
