PROBLEM TO BE SOLVED: To solve a problem in that conventional devices delete picture display only, viewing no video contents in a period of time of suspending picture display and causes the fear of missing an important scene, resulting in generating an aspect, difficulty in use for a viewer. SOLUTION: The present invention is evolved behind such the statuses. A first aspect involves a video output device having: a receiver section receiving video information; a recording section capable of recording the video information received by the reception section; an output section having a display capable of displaying a video based on the video information received by the reception section; a control section controlling one or two or more of the reception section, the recording section, and the output section; a detection section detecting the existence of a person in a first given range from the display; and a control instruction transmitter section transmitting a control instruction being an instruction controlling one or two or more of the reception section, the recording section, and the output section to the control section based on a detection result obtained from the detection section.
