PROBLEM TO BE SOLVED: To provide a laminated mat having both of sufficient sound insulating properties and sound absorbing properties, its manufacturing method and a manufacturing apparatus used therein. SOLUTION: The laminated mat having a backing layer 71 having a plurality of anti-slip protrusions 711 on its one surface side and the skin layer 72 laminated on the other side of the backing layer. A plurality of through-holes 712 piercing at least the backing layer are provided and turnover parts 713 are formed to the peripheral edges of the openings of the through-holes on one surface side of the backing layer to provide air permeability to the laminated mat in a thickness direction. The laminated mat is manufactured by allowing heated needles to pierce through a backing sheet becoming the backing layer and drawing out the needles not only to provide the through-holes to the backing layer but also to form the turnover parts to one surface side of the backing layer.
