PROBLEM TO BE SOLVED: To prepare a cell arrangement plan without a transcription error while selecting and displaying information suitably needed on the receiving side and shortening a cell arrangement plan preparation time. SOLUTION: A cell arrangement plan preparing device is provided with a storage part 13 storing cell position information and cell arrangement rules in the cell arrangement plan; an input part 11 for inputting output conditions of an output drawing; an arrangement plan preparation processing part 14 for creating a cell arrangement plan with such a symbol string as to satisfy reading conditions, noted in predetermined positions corresponding to cells on the basis of the position information and the arrangement rules and preparing an output drawing coinciding with the output conditions from the created cell arrangement plan; and an output part 12 for outputting the prepared output drawing.
