A program execution time decision unit decides a program execution start time and a processing amount per unit time so as to equalize the processing amount required for execution of the program in a predetermined time range which satisfies the request concerning the execution time registered and the permission range. As a result, it is possible to decide the program execution time which equalizes the processing amount required in a permitted range of the request concerning the program execution time and perform clock control to suppress fluctuation of the CPU operation frequency. This reduces the power consumption of the CPU.
