<P>PROBLEM TO BE SOLVED: To make it possible to operate the other function on the basis of user's selection when one function of an IC card having a plurality of functions corresponds to a restriction condition. <P>SOLUTION: When a user intends to pass a R/W apparatus 3 which is an automatic ticket examination machine by using an IC card having a commutation ticket A and a prepaid function B and the commutation ticket function A corresponds to a restriction condition such as expiry and out-of-section, a wicket is closed, but when the IC card 1 is used again, a message that the user can pass the wicket by using the prepaid function B is displayed on a display part 35 to inform the user 2.
