<P>PROBLEM TO BE SOLVED: To positively communicate with only a desired RF tag when communicating with RF tags built in labels continuously stuck to a mounting paper. <P>SOLUTION: The shape of a surface of a radiation element 21 of an antenna 7a in an orthogonal direction to the polarizing direction of the antenna is formed to have an approximately equal distance from the center position of the RF tag T provided at the paper, in a state of the center of the RF tag T being located on the center of the surface of the radiation element 21. Radio wave outputted from the antenna 7a by the communication control of a transmitting/receiving part thereby converges on the center of the RF tag T when the center of the RF tag T is located on the center of the surface of the radiation element 21 formed on the antenna 7a, and field intensity can be intensified near the RF tag T conveyed on the center of the surface of the radiation element 21 without intensifying the field intensity in other parts.
