PROBLEM TO BE SOLVED: To provide a cushioning packaging material which can sufficiently ensures an adhesive force of a cushioning film and which can be manufactured without adding a secondary working process during manufacturing. SOLUTION: In the cushioning packaging material, to a window hole of a frame body in a blank equipped with supporting pieces extending outer side edges of the frame body and the polygonal frame body with a window hole, after the cushioning film is stretched over to a position protruded from the frame body, the respective supporting pieces are raised and folded to the frame body to form them into a frame-like shape, at a corner formed by adjoining supporting pieces of the blank, a reinforcing piece made by prolonging the side edge of one supporting piece so as to bury the corner is provided along the side edge of the other supporting piece. A cut and removed part spreading at a specified angle by using a corner apex position as a starting point in the blank frame body is formed so that at least the reinforcing piece or the other supporting piece is included. A part protruded from the frame body of the cushioning film is stuck to the reinforcing piece and the other supporting piece under a condition aride the cut and removed part.
