PROBLEM TO BE SOLVED: To prevent rapid opening and closing of a valve element in a direct operated safety valve and a decompression valve. SOLUTION: A cylinder chamber 2 is mounted in a valve casing 1, a piston type valve element 6 is mounted in the cylinder chamber 2, and a needle hole 16 and a pilot hole 12 respectively connected with fluid pipes of primary side and secondary side are coaxially formed on upper end walls of the valve element 6 and the cylinder chamber 2 to mount a needle valve 7 and a pilot valve element 8. The needle valve 7 is constituted to increase its opening degree to the primary-side fluid pipe in the cylinder chamber 2 in accompany with the opening of the valve element 6. Further the pilot valve element 8 is kept into contact with or separated from the pilot hole 12 on the basis of a fluid pressure or secondary-side fluid pressure in the cylinder chamber 2 to open and close the cylinder chamber 2 to the secondary-side fluid pipe, thus the pressure in the cylinder chamber 2 is controlled by both valves, and the rapid opening and closing of the valve element 6 based on the change of the pressure of the fluid pipes can be prevented. As the device is attached to the cylinder chamber 2, the rapid opening and closing of the valve element can be prevented with the simple device without enlarging and complicating the same.
