PROBLEM TO BE SOLVED: To provide a belt which has strength for use in a fixing section, durability and productivity and also ensures stable fixability without the process of eliminating the step difference of fitted parts. SOLUTION: A seam-having or seamless thermosetting resin tube serves as a base layer (1b). A seamless fluorinated carbon resin tube formed by extrusion molding, which serves as a releasing layer (1a), directly covers the periphery of the base layer (1b).
