<p><P>PROBLEM TO BE SOLVED: To obtain an excellent information signal which has specified noise reduced, no deterioration in picture quality, and improved resolution when processing for removing the specified noise from the information signal is performed and further processing for improving the resolution is performed. <P>SOLUTION: An image signal Sa obtained by decoding a digital image signal encoded for each block of, for example, MPEG data is inputted to a processing board 103 and encoding noise such as block noise is removed. An output image signal Sb of the processing board 103 is inputted to a processing board 104 and the processing for improving the resolution is performed to generate an image signal Sc as an HD signal. Control signals Vr and Vz which are generated by the processing board 103 and corresponding to, for example, block noise left in the output image signal Sb are supplied to the processing board 104.
