PROBLEM TO BE SOLVED: To provide a developing device being a component device in an electrophotographic image forming apparatus which prevents toner from being welded and stuck to a developer amount regulating blade for forming a toner layer by thinly uniformizing the toner adhering to the peripheral surface of a developer carrier, whereby the prolongation of the service life of the developer amount regulating blade is realized and a high-quality recorded image is obtained. SOLUTION: In the developing device 1 including the developer carrier 2, the developer amount regulating blade 3, a developer supply roller 4, a developer container 5 and a stirring blade 6, a covering layer including material whose wettability (adhesion work) value with the toner 7 is within the range of≤70mN/m is provided at least in the area of the developer amount regulating blade 3 abutting on the developer carrier 2.
