<p><P>PROBLEM TO BE SOLVED: To provide a pipe lining device and a pipe lining method in which the inner wall can be uniformly and evenly coated by relatively simple operation without requiring highly skilled technique, in which coating can be rapidly performed in a short period of time, and which are advantageous in cost. <P>SOLUTION: A cylindrical body 8 is inserted from one end side of a pipe 7 undercoated with a coating P by a precursor 9A, a working fluid sent from the pipe 7 is sprayed to a rotary blade 10 and centrifugal force is generated by rotating the rotary blade 10 together with the cylindrical body 8. The coating P dropping into the cylindrical body 8 is discharged from a discharge hole 16 by the centrifugal force to fill the inner wall 7a of the pipe 7. At the same time, A tuft-string part 11 is spread to the peripheral part rotating as a brushing part and the coating P is pressed to the inner wall 7a of the pipe 7 to form a coating layer R.
