PROBLEM TO BE SOLVED: To prepare a cosmetic capable of blending a fluorine-based compound having a high water-repelling and oil-repelling property stably and effectively, also excellent in an attaching property to skin and a good subsiding property (without being slippery for a long period), showing a high make up maintenance against make up smear caused not only by sweat and water, but also by sebum, and forming a uniform cosmetic membrane, and further a cosmetic excellent in close adhesion to the skin and emollient effect by blending liquid oil stably, and also excellent in properties in use and feeling in use such as the moderation of an oily feeling especially by blending, above all, a vaporizable silicone stably.
