<p><P>PROBLEM TO BE SOLVED: To provide a driver's state detector and a program capable of accurately detecting the active state of a driver or the like and issuing an alarm at an appropriate timing. <P>SOLUTION: In a step 100, a biological information threshold and a time information threshold are decided from second vehicle information and second biological information. In a step 110, the indexes (standard deviation SD or the like) of first vehicle information (acceleration) and first biological information (heart rate) are computed. In a step 120, the data of an analysis segment and the biological information threshold and vehicle information threshold are compared and the active degree (area) of the driver is judged. Stagnation time continued in each area is computed in a step 130, and whether or not the stagnation time of the areas C and D exceeds a time domain threshold is judged in a step 140.
