PROBLEM TO BE SOLVED: To provide a vehicle entry/exit control system capable of minimizing user's load without using an expensive ETC onboard device and capable of having convenience similar to a case utilizing the ETC onboard device without forcing an agent such as a cellular phone agent other than toll management agents to make a new capital investment.

SOLUTION: The vehicle entry/exit control system comprises an ETC management server 101 capable of communicating with a cellular phone 102, a portable terminal or a personal computer (PC) through the Internet 105 and generating passage permission information for permitting a vehicle in which a driver carrying the cellular phone 102 is present to pass to a toll road and a gate open/close control device 103 for controlling the entry/exit of the vehicle to/from the toll road on the basis of the toll road passage permission information reported from the ETC management sever 101 to the cellular phone 102 through the Internet 105.
