PROBLEM TO BE SOLVED: To provide a development member which does not cause the scraping of end part and the leakage of toner and to provide an image forming apparatus using the development member. SOLUTION: The development member 1 which is used for supplying toner deposited on the surface to an image formation body satisfies the following relation: 10<Ur×Ut<110, wherein universal hardness of the surface 4 of the development member 1 is Ur and universal hardness of the toner is Ut. In the image forming apparatus using the development member for supplying the toner deposited at least on the surface to the image formation body, the development member above mentioned is used as the development member.
