PROBLEM TO BE SOLVED: To provide a flat cable coating material and a flat cable that maintains insulating and sliding properties, even under high temperature and high humidity environment, with a good appearance, and endures a long term service. SOLUTION: A flat cable coating material has a moisture-proof layer 35A and/or a moisture-proof layer B on a layer configuration comprised of a base film 11 and a thermal adhesive layer 15. The moisture-proof layer is provided on at least one surface of the base film 11, and the moisture-proof layer has as a main component either inorganic oxide of silicon oxide or aluminum oxide, vinyl chloride system resin or vinylidene chloride system resin formed by chemical vapor deposition process or physical vapor deposition process, and its moisture vapor transmission rate is 10 g/m<SP>2</SP>24h or less.
