PROBLEM TO BE SOLVED: To provide a fluorescent lamp using a recycled three-band phosphor and having large total luminous flux, and to provide a lighting system using this. SOLUTION: This fluorescent lamp is provided with a translucent discharge vessel 1, a phosphor layer 2 wherein a specific layer 2a comprising at least one layer located on the translucent discharge vessel 1 side from the inner layer 2b comprising at least two layers formed on the inner surface side of the translucent discharge vessel 1 and whose inner layer 2b located on a discharge space side is formed mainly with the intact three-band phosphors mainly formed of the recycled three-band phosphor, a pair of electrodes 3 sealed at both ends of the translucent discharge vessel 1, a discharge medium sealed in the translucent discharge vessel 1, and a base 6 mounted to the translucent discharge vessel 1.
