PROBLEM TO BE SOLVED: To supplement the strength of an open channel 10 by a reinforcement net 18 installed between the open channel 10 and a panel 20 by locking the reinforcement net 18 and the panel 20 to bar-like members 14 to easily install them to the inner surface of the open channel 10 and forming the inner surface of the water channel 10 of the panel 20 with small roughness to secure drain capacity of the open channel 10. SOLUTION: The bar-like members 14 are installed in the inner surface of the concrete open channel 10 with anchors 12, and the reinforcement net 18 is fitted to the bar-like members 14 with binding bands. The surface of the panel 20 with small roughness is faced toward the opposite side of the open channel 10, the locking members 24 of the panel 20 are inserted though clearances of the reinforcement net 18, and the locking members 24 are fitted to the bar-like members 14. The filler 38a is filled between the panel 20 and the inner surface of the open channel 10 to integrally form the open channel 10, the reinforcement net 18, and the panel 20 with each other so as to regenerate the open channel.
