PROBLEM TO BE SOLVED: To obtain a high-elongation and high-strength nonwoven fabric useful in e.g. ocean civil engineering. SOLUTION: The high-elongation and high-strength nonwoven fabric 1 is obtained by superimposing high-strength fiber layer(s) 3≥0.05 g/cm<SP>3</SP>in density on one side or both sides of a high-elongation fiber layer 2 that is made by folding in a hair-pin manner and crimping ultra-long filaments≥100 m in length followed by needling to bind them together. The nonwoven fabric 1 thus obtained has high elongation owing to the high-elongation fiber layer 2 and high mechanical strength owing to the high-strength fiber layer(s) 3, being high in water absorbency and causing little fluffing.
