PROBLEM TO BE SOLVED: To provide a high-sulfur free-cutting steel which contains much S but a controlled amount of coarse sulfide and hard carbosulfide, consequently has adequate machinability, and is less liable to cause inconvenience like the lowering of surface quality, reduction in hermeticity, the shortening of the tool life and the low precision of a finish-machined surface, originating from the falling of inclusions. SOLUTION: The high-sulfur free-cutting steel comprises, by mass%, 0.20% or less C, 0.05-1.50% Si, 0.50-3.0% Mn, 0.02-0.40% P, 0.4-1.0% S, 0.0050-0.0150% O and the balance Fe with unavoidable impurities.
