<p><P>PROBLEM TO BE SOLVED: To provide a code book generator in which an optimum arrangement for a representative vector is obtained. <P>SOLUTION: A stability computing means 11 obtains a vector degree of stability for a vector in a featured vector sequence to represent the degree of change made by the vector with respect to the vectors in the vicinity, a stationary segment determining means 12 determines a stationary segment, which is a segment to have a less amount of change in the featured vector sequence, from the vector degree of stability and a representative vector determining means 13 obtains the representative vector based on the stationary segment.
