PROBLEM TO BE SOLVED: To provide an image compression apparatus and method for producing and using an assistant image of an original image for deblocking processing when compressing the image using a general image compressing encoder.

SOLUTION: An image compression apparatus of the present invention includes an assistant image generation unit for generating an assistant image by using an original image, an image compression part for compressing the generated original image and assistant image, and a deblocking processing part for applying deblocking processing to the compressed original image by using the compressed assistant image.
