PROBLEM TO BE SOLVED: To construct a database for management of an information recording medium for easily executing the management of an information recording medium such as a book regardless of the presence/absence of any radio tag. SOLUTION: The method for constructing the database for management of an information recording medium comprises a step to receive the identification information of an information recording medium with no radio tag attached thereto from an input means, and to transmit the issue request of a radio tagd with the identification information attached thereto to a center server equipped with a database in which the detail information of the information recording medium is recorded in a management device, a step to acquire the record code and detail information of the radio tag of the information recording medium corresponding to the identification information received from the management device, and to transmit the record code and detail information of the radio tag to the management device, and to issue the radio tag with the record code recorded thereon in the center server and a step to store the record code and detail information of the radio tag received from the center server in the database for management for every identification information in the management device.
