PROBLEM TO BE SOLVED: To obtain a mirror with variable reflectivity mirror in which lowering of reflectivity in a color fade time of a coloring layer is prevented or suppressed. SOLUTION: In the mirror with variable reflectivity mirror 10, a lithium fluoride intermediate layer 34 through which hydrogen or lithium permeates and of which the reflectance is lower than that of the coloring layer 14 is arranged between the tungsten trioxide coloring layer 14 and a rhodium light reflection layer 16. Hence, even when there are protrusions and recessions on the surface of the coloring layer 14 opposite to the light reflection layer 16 and on the surface of the light reflection layer 16 opposite to the coloring layer 14, the boundary between the coloring layer 14 and the light reflection layer 16 becomes distinct and consequently the lowering of the reflectivity in the color fade time of the coloring layer 14 is prevented or suppressed.
