<p><P>PROBLEM TO BE SOLVED: To execute signature preparation by exchanging data for voting so that information regarding the pros and cons cannot be known among all the members participating the voting. <P>SOLUTION: Both pro-terminals and con-terminals prepare divided signature data of pros or cons without declaring pros or cons when voting, and further, prepare signature data in the distributed signature. Then, the signature data by secret distribution can be realized. The information regarding the pros and cons cannot be read out from the transmitting/receiving data.
