<P>PROBLEM TO BE SOLVED: To solve the problem in a video on-demand system for distributing a large content such as animation or voice via the Internet that the system is vulnerable to access concentration such that accesses are concentrated to one server, even if the system includes a plurality of servers. <P>SOLUTION: Disassembled elements E obtained by disassembling one label that is a work unit of video to a plurality of pieces are stored in a plurality of servers S connected to the Internet N. According to a request signal from a user's individual personal computer connected to the Internet, the disassembled elements E are transmitted to the Internet with signals setting the contextual relations thereof. According to this, even if accesses to a certain specified label are concentrated, each server S transmits each disassembled element E of the specified label stored in itself.
