PROBLEM TO BE SOLVED: To provide a heat insulating layer for an industrial heating furnace and its construction method for easily and shortly lining a fibered fire resistant heat insulating material on a brick part and easily and economically relining the fibered fire resistant heat insulating material with no existence of flying dust. SOLUTION: The heat insulating layer 2 for the industrial heating furnace 1 comprises the fibered fire resistant heat insulating material 5 lined on the inner face of the brick part 4 forming a sectioned heating chamber 3. The brick part 4 has a recessed groove portion 6 inside. The fibered fire resistant heat insulating material 5 is locked by a fitted member 7 which is fitted through the recessed groove portion 6 in the state that part thereof is inserted into the recessed groove portion 6, and it is lined on the inner face of the brick part 4.
