PROBLEM TO BE SOLVED: To prevent a vane action failure, to stabilize performance, and to reduce noise by preventing grease and oil from entering a pump mechanism portion. SOLUTION: Self-lubricating materials are provided on pump mechanism portion sides of a front plate 7 and an end plate 8, and grease sealing type ball bearings 12, 13 are provided on opposite pump mechanism portion sides of the front plate 7 and the end plate 8. Therefore, seizing between a rotor 5 and the front plate 7 or between the rotor 5 and the end plate 8 can be prevented, and the entry of the grease to the pump mechanism portion 2 can be prevented.
